                                                               AGENDA REPORT

DATE:                                          January 22, 2024

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Legislative public hearing for map amendment PC/CPA 22-15 located on Swindell Road

EXECUTIVE SUMMARY

The applicant is requesting a future land use designation of Plant City Industrial for a 243.4 ± acre site located north of Swindell Road, east of Charlie Taylor Road, south of Midway Road, and west of Polk County. The site is within the boundary of the Northeast Plant City Master Plan and consists of properties designated Hillsborough County Residential-1 and Agricultural/Rural-1/5, reflecting the rural residential character of this part of unincorporated Hillsborough County.

The Hillsborough County City-County Planning Commission (6-1) and Plant City Planning Board (3-2) found this map amendment inconsistent with the Plant City Comprehensive Plan on June 12, 2023, and October 25, 2023, respectively. On November 1, 2023, the Planning Board voted (4-0) approving the Planning Board’s Findings and Recommendation to the City Commission as prepared by the City Attorney and forwarding said written findings and recommendation to the City Commission.

Plant City’s Planning staff reviewed the proposed amendment and finds PC/CPA 22-15 consistent based on Land Use Policy 2.6.4: The Northeast Plant City Area Specific Growth and Development Guidelines which notes that as future growth and development occurs, each will be assessed to determine how it implements the overall land use scenarios.

RECOMMENDATION

That the City Commission consider PC/CPA 22-15.

FISCAL IMPACT

Increased potential for industrial development.
