                                                               AGENDA REPORT

DATE:                                          February 12, 2024

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Water Reclamation Facility ChemScan Analyzer Replacement

EXECUTIVE SUMMARY:

The City operates and maintains the Water Reclamation Facility (WRF) located at 1500 West Victoria Street. The facility ID is FL0026557 and has the permitted capacity to treat 10 Million Gallons per Day (MGD) of wastewater.

Since the plant expansion was completed in 2008, the WRF has been utilizing a process instrument called the Chemscan UV-4100 analyzer. This analyzer monitors the nitrite, nitrate, ammonia, and phosphate in the aeration basins. Detecting these pollutants is an important part of the wastewater treatment process and permit requirements.

There are two UV-4100 analyzer units in service for evaluating the performance of our treatment of wastewater. Both units are at the end of their useful life and can be replaced through ChemScan as a sole source. The Procurement Department published a Notice of Intent to Sole Source (NOI) on December 13, 2023. The NOI reponse period concluded on December 22, 2023 with no objections from the marketplace. The cost to purchase both units is $194,232.

RECOMMENDATION:

That the City Commission adopt a resolution authorizing the purchase of two ChemScan UV-4100 analyzers, from ChemScan, for $194,232.

FISCAL IMPACT:

Funds are available in the Water/Sewer Fund, CIP # UM017 - WRF Unscheduled Equipment Replacement.
