DATE:                                          February 12, 2024

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Resolution setting a quasi-judicial public hearing on an ordinance to rezone .90± acres and modify the Southwind Planned Development District located on E. Trapnell Road (PB-2023-39).

EXECUTIVE SUMMARY

The applicant proposes modifications to the Planned Development District [Southwind PD] to rezone 0.9± acres from Hillsborough County AS-1 and incorporate into the PD with a specific approval request regarding curb types at the project entrance.  The site is located on the south side of Trapnell Road, east of James L. Redman Parkway.

The Southwind Planned Development District was approved by the City Commission in 2022 for 246 single family units. Proposed modifications include adding and rezoning a portion of two parcels totaling 0.9± acres to the existing Planned Development. The applicant is not proposing to increase the number of allowed units but will allow units to be located within the acreage to be added.

The applicant is requesting the following specific approval:

1.                     A specific approval from Section 94-136 to allow F type curb in lieu of the required Miami curb.

There are no changes being proposed to the conditions, development standards, or other elements of the PD.

On January 24, 2024, the Planning Board voted (7-0) finding the modification consistent with Chapter 102, Plant City Code of Ordinances and the Imagine 2040: Plant City Comprehensive Plan and to forward the request with specific approval to the City Commission with a recommendation of approval.

RECOMMENDATION

Adopt a resolution to set a public hearing for February 26, 2024, on an ordinance to rezone .90± acres and to modify the Southwind Planned Development District.
