AGENDA REPORT

DATE: February 12, 2024

TO: City Commission

FROM: Bill McDaniel, City Manager

SUBJECT: Construction Work Order with Wharton-Smith, Inc. for Lift Station 2

EXECUTIVE SUMMARY:

Lift Station No. 2 (LS2), located at 960 Pennsylvania Avenue, has been in service since 1974. The mechanical and electrical components of LS2 require frequent repairs by utilities maintenance to prevent failure. Additionally, the maximum conveyance capacity of the LS2 basin must be increased to service existing customers and provide for future development.

Construction Manager at Risk (CMAR) services for the LS2 replacement were advertised by the Procurement Division through RFP 23-018UM-HK. On September 25, 2023, the City Commission approved the CMAR contract with Wharton-Smith, Inc. for LS2. As outlined in the contract, tasks will be performed via work order.

Based on the final design, the contractor provided the Guaranteed Maximum Price (GMP) of $4,495,330 for the construction. The scope of work includes construction of a new lift station and building for electrical control panels, a new generator, demolition of the existing lift station including the electrical building, and site improvements. The improvements will increase capacity to accommodate flow and meet the future demand.

The estimated on-site construction duration is 19 months. The contractor will construct the new lift station first and transfer all connections to the new lift station to minimize the impact on the existing services. Due to the age of the existing building, the contractor included the allowances for a survey to identify potential asbestos and lead before any demolition activity. The construction site will be fenced and protected from the neighboring residential area.
