AGENDA REPORT

DATE: February 26, 2024

TO: City Commission

FROM: Bill McDaniel, City Manager

SUBJECT: Quasi-judicial public hearing on an ordinance to modify the Futch Planned Development District and associated specific approval located on east side of Charlie Taylor Road (PB-2023-47).

EXECUTIVE SUMMARY

The applicant proposes modifications to the Planned Development District [Futch PD] to change the name to the Timber Ridge Planned Development District, expand residential areas, revise tree preservation areas and add a specific approval regarding the required buffer for wetland B. The site is located on the east side of Charlie Taylor Road, south of Midway Road and north of Frontage Road.

The Futch Planned Development District was approved by the City Commission in 2022 for 200 single family units. Proposed modifications include:

1. Name change from Futch to Timber Ridge Planned Development District.
2. Expansion of areas allowing residential units.
3. Revision of tree preservation areas to reflect areas more accurately or reduce areas where trees are not viable and must be removed.

The applicant is requesting the following specific approval:

Specific approval from Section 102-1375(10) to allow for the elimination of the required 15' minimum, 25' average natural vegetative wetland buffer at the wetland impact location for Wetland B.

There are no changes being proposed to the conditions, development standards, or other elements of the PD.

On January 24, 2024, the Planning Board voted (5-0, with one abstention) finding the modification consistent with Chapter 102, Plant City Code of Ordinances and the Imagine 2040: Plant City Comprehensive Plan and to forward the request with specific approval to the City Commission with a recommendation of approval.

RECOMMENDATION

Adopt an ordinance to modify the Futch Planned Development District with specific approval request.

FISCAL IMPACT
