AGENDA REPORT
DATE: February 26, 2024
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Industrial Wastewater Pretreatment Program Evalaluation
EXECUTIVE SUMMARY:
The City’s wastewater treatment facility (WWTF) receives a large contribution of wastewater from industries that have current allocated and permitted load limits that may exceed the total available treatment design capability of the City’s 10 million gallons per day (MGD) WWTF. The permitted WWTF capacity is constrained by an annual average 6 MGD discharge limit through a Water Quality Based Effluent Limitation (WQBEL). The City complies with the permitted discharge and the IPP guidelines through FAC Chapter 62-625; however, the facility has strict limitations on discharge rates, nutrient discharges, and other pollutants identified in the WQBEL as part of the permitted facility operations.
The City identified the need to re-examine current load allocations, evaluate the potential expansion of existing Significant Industrial Users (SIUs), develop a better understanding of industrial pollutants of special concern including small undocumented industrial sources that may develop, and project the characterization and future loading from industrial wastewater. This information will be vital for the reissuance of permits to our SIUs.
Utilizing the City's continuing contracts for engineering services, staff developed Engineering Work Order (EWO) 21-020-06A-01 with Arcadis U.S. Inc. to complete this work at a not-to-exceed cost of $122,135. Time for completion is eight months from Notice to Proceed.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute the engineering work order with Arcadis Inc. for $122,135.
FISCAL IMPACT:
Funds are available in the Water/Sewer Fund, Environmental Division, CIP # WR003 - Wastewater Pollutant Management Program.
