DATE:                                          May 28, 2024

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Amendment No. 3 to State Grant Agreement LPA0038

EXECUTIVE SUMMARY:

The City of Plant City received legislative appropriations (LPA0038) for the McIntosh Preserve Suite of Integrated Projects. The City signed the first awarded appropriation in FY 2019-20 for $350,000. Since then, the City signed a second amendment for FY 2021-22 and FY 2022-23, totaling an additional $6M dollars. In FY 2023-24, the City was awarded another $5M, bringing the total legislative grant appropriation award to $11.35M. This third amendment will secure the FY 2023-24 award amount and extend the expiration date to March 31, 2026.

The McIntosh Preserve Suite of Integrated Projects includes the McIntosh Preserve Wetland Expansion and the Potable Reuse project. The McIntosh Preserve Wetlands Expansion project is being prepared for the bid phase for construction. The Potable Reuse project pilot phase has been completed and the next phase is the initial design phase. The third amendment to LPA0038 will be utilized to move forward with the next phase of both projects.

FISCAL IMPACT:

A budget adjustment is included in the agenda to increase the grant funds allocated to CIP # UO033 - Wetlands Expansion and UO034 Indirect Potable Reuse (IPR) projects.
