SUBJECT: Quasi-judicial public hearing rezoning .14± acres and associated specific approvals located on Turkey Creek Road (PB-2023-38)
EXECUTIVE SUMMARY
The applicant proposes to rezone a portion of a parcel from M-1A, Light Industrial district to Planned Development district (Periwinkle PD) with three specific approval requests. The site is located on the west side of Turkey Creek Road, south of Sydney Road, within the CSX railroad right-of-way.
The applicant is requesting the following Specific Approvals:
1. Section 102-2052(D)(3)b. Specific approval to allow for a 13’9” setback from the tower edge and 5’0” from ground equipment to the south side property line in lieu of the required 50 feet distance.
2. Section 102-2052(D)(3)c. Specific approval to allow for a setback distance of 241’8” from a residential district in lieu of the required 250 feet distance.
3. Section 102-2052(6)b. Specific approval to allow the tower compound site not to provide landscaping around the perimeter fencing.
On January 24, 2024, the Planning Board voted (7-0) finding the rezoning inconsistent with Chapter 102, Plant City Code of Ordinances and the Imagine 2040: Plant City Comprehensive Plan and to forward the request with specific approvals to the City Commission with a recommendation of denial. On February 28, 2024, the Planning Board (6-0) approved the written findings, as drafted by the City Attorney, recommending denial.
