SUBJECT: Citywide Employee Recruitment Services
EXECUTIVE SUMMARY:
On May 28, 2019, the City Commission approved a contract with Ad-Vance Talent Solutions (Ad-Vance) for employee recruitment services via Piggyback of Polk County RFP No. 17-669. Services include recruitment, screening, and onboarding through two methods, temporary-to-permanent hiring, and direct hiring. The term of this agreement expires on April 30, 2024.
With no contract renewal options remaining, staff published Request for Proposals (RFP) 24-010HR-CC, Employee Recruitment Services and received 17 proposals at the RFP submission deadline from HR Partners, Inc., Enterprises Global Solutions, Inc., Diskriter, Inc., 22nd Century Technologies, Inc., Abacus Corporation, Abacus Service Corporation, Clovity, Inc., Ad-Vance Talent Solutions, WWC Agency, RADgov, Inc., Sunshine Enterprise USA, Express Employment Professionals, Compunnel Software Group, Inc., Elwood Staffing Services, Inc., P&L Corporate Solutions, Comtech LLC, and Netsynk, Inc.
A staff evaluation committee was assembled to evaluate, score, and rank the proposals. Committee members consisted of Mercedes Hermida-Perez, Jack Holland, Cristi Charlow, Julie Garretson, and Diane Reichard. The evaluation committee met three times in publicly noticed meetings and selected Ad-Vance Talent Solutions as the top ranked proposer. The term of the agreement is one year with seven optional one-year renewal periods.
A Notice of Intent to award was published on March 14, 2024, and received no objections.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute an agreement with Ad-Vance Personnel Services, Inc. dba Ad-Vance Talent Solutions, Inc., for employee recruitment services, through April 30, 2025, and to extend the agreement for up to seven additional single-year renewal terms.
