                                                               AGENDA REPORT

DATE:                                          April 22, 2024

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Resolution setting a quasi-judicial public hearing on an ordinance to rezone 40 ± acres located on Baptist Church Road, south of Alexander Street from Hillsborough County Agriculture Single Family-1 to Plant City Planned Development District (PB-2023-37).

EXECUTIVE SUMMARY

The applicant proposes to rezone a parcel from Hillsborough County Agricultural Single Family (AS-1) to Plant City a Planned Development District [Townhomes at Reman PD].  The applicant’s request is to permit 308-unit single family attached (townhouse) development. The 40.4± acre site is located on the east side of S. Baptist Church Road, south of W. Alexander Street.

The applicant is requesting specific approval from Section 94-138 to not provide reclaimed water lines to the site as they are not available nor programmed for the area.

The Planning Board discussed in length regarding the condition of Baptist Church Road and they desired the roadway to be improved to City standards.

On March 27, 2024, the Planning Board voted (5-0) with 1 abstained, finding the rezoning consistent with Chapter 102, Plant City Code of Ordinances and the Imagine 2040: Plant City Comprehensive Plan and to forward the request to the City Commission with a recommendation of approval including the reclaimed water line specific approval request and a requirement that Baptist Church Road is improved to City standards.

RECOMMENDATION

That the City Commission adopt a resolution setting a quasi-judicial public hearing for May 13, 2024, on an ordinance to rezone 40± acres.

FISCAL IMPACT

Increased potential for townhouse development.
