AGENDA REPORT
DATE: May 13, 2024
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Temporary Staffing Services
EXECUTIVE SUMMARY:
On September 12, 2022, the City Commission dispensed with the necessity of competitive award to approve an agreement with Labor Solutions, Inc., for Temporary Staffing Services through their local office within City limits, to fill certain positions on a temporary basis. These positions include Refuse Collector, Parks Equipment Operator, Stormwater Operator, and Utilities Maintenance Specialist. This agreement expired on March 31, 2024.
Dispensing with the necessity for competitive award was necessary due to the Refuse Collector position, which requires the service provider's staff to ride on the back of City refuse trucks as they navigate the various City streets where service is provided. This presents an enourmous, ongoing risk and liability to the service provider. Labor Solutions was the only provider willing to accept these risks and liabilities in 2022.
In preparation to replace the now-expired 2022 agreement, staff evaluated the feasability of competitive award. To test the marketplace, the Procurement Department published Request for Information (RFI) 24-026HR-CC-RFI, As-Needed Temporary Staffing on April 12, 2024. The only viable response recevied was from Labor Solutions.
After testing the marketplace, staff recommends the City Commission dispense with the necessity of competitive award and award an agreement to Labor Solutions for these temporary staffing services for one year, with one single-year renewal option. The annual cost of this agreement is approximately $400,000.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute an agreement with Labor Solutions, Inc., for temporary staffing services, through May 12, 2025, and to execute one single-year renewal term.
FISCAL IMPACT:
Budget is available under contractual services within the funds that utilize the servic...
