AGENDA REPORT

DATE: May 13, 2024

TO: City Commission

FROM: Bill McDaniel, City Manager

SUBJECT: Citywide Fleet Management Services

EXECUTIVE SUMMARY:

On July 8, 2019, the City Commission awarded an agreement to King & George, LLC for Citywide Fleet Management Services. The initial term of the agreement was October 1, 2019 through September 30, 2021, with three additional one-year renewal terms. All renewal terms have been exercised and the agreement will expire on September 30, 2024, with no renewal terms remaining.

The Procurement Department published Request for Proposal (RFP) 24-005FL-ME, Citywide Fleet Management Services, on December 18, 2023. Four responses were received at the RFP submission deadline from First Fleet Services, LLC, King & George, LLC, First Vehicle Services, Inc., and Vector Fleet Management, LLC.

A staff evaluation committee of Jack Holland, Diane Reichard, Jim Rini, Wayne Meyer, Tim Mossgrove, and Al Van Duyne was assembled to evaluate, score, and rank the proposals. After individual review, the committee met on March 6, 2024, in a publicly noticed meeting to shortlist the proposals. The Committee met in a second publicly noticed meeting on April 8, 2024 to hear proposer presentations, score, and rank the proposals. At the conclusion of this process, King & George, LLC was determined to be the highest ranked respondent.

A Notice of Intent to Award was published on April 10, 2024 and received no objections. The term of the agreement is two years with three additional one-year renewal options. The target cost of the initial contract term is $2,643,185.86 annually. Renewal options are subject to negotiable cost increases, not to exceed the Consumer Price Index for motor vehicle maintenance and repair.

RECOMMENDATION:

That the City Commission authorize the City Manager to execute an agreement with King & George, LLC, for Citywide Fleet Management Services, for $2,643,185.86 annually, through September 30, 2026.
