                                                               AGENDA REPORT

DATE:                                          June 10, 2024

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Water Reclamation Facility Air Compressors

EXECUTIVE SUMMARY:

Since 1951, the City of Plant City has owned and operated its Water Reclamation Facility (WRF) for the treatment and disposal of domestic and industrial wastewater. The WRF has continuous backwash upflow tertiary sand filters; two were installed in 1997 and one in 2008 during expansion. The sand filtration process requires an air system to circulate the sand, removing suspended solids and constituents that impart turbidity to the water.

The Utilities Department is scheduled to replace these three air compressors and components due to age and normal wear and tear. The air system is critical to maintain water quality and avoid violation of permit requirements. The existing air compressors and components were supplied by Ingersoll Rand.  Air Centers of Florida, Inc. is the sole distributor of Ingersoll Rand.  Utilities would like to maintain the same manufacturer to minimize the modification of the existing setup and footprint.

The Notice of Intent to sole source Ingersoll Rand compressed air equipment (24-027UO-HK-NOI) was released on May 9, 2024 and concluded with no objections. The contractor will furnish all materials, equipment, and install three air compressors, tank, dryers, and all accessories required for operation.

RECOMMENDATION:

That the City Commission authorize the City Manager to execute an agreement with Air Centers of Florida, Inc for $138,175 to purchase and install three air compressors, tank, dryers, and accessories.

FISCAL IMPACT:

Funds are available in the Water/Sewer Fund, CIP # UM017 - IMPLEMENT - WRF Equipment Replacement.
