FROM: Bill McDaniel, City Manager
SUBJECT: Airport Road Sinkhole Stabilization
EXECUTIVE SUMMARY:
On Friday, May 3, 2024, a depression developed in the westbound lane of Airport Road, approximately 250 feet west of Alexander Street. Under the City Manager's emergency authority, Madrid Engineering Group (Madrid) mobilized professional engineering and geologist staff to investigate the site and advise City staff. Subsequently, the City Manager authorized Madrid to conduct a thorough investigation and prepare a report with a plan of action for stabilization and issued purchase order 24001644 for $27,461.00. Madrid submitted their report dated May 24, 2024, summarizing their findings and recommended plans and specifications for stabilization repair of the sinkhole.
The proposed method of repair is pressure grouting with low mobility grout. This method was utilized by the City most recently in 2023 at Carriage Court, and previously at Alexander Street, Timberlane Drive and the elevated water tank on National Guard Drive. Due to the urgency related to this heavily traveled roadway, staff requested that Madrid subcontract the work to a qualified and readily available pressure grouting firm. Madrid requested quotes from four firms and received proposals from three firms. Earth Tech, LLC was the lowest responsible and responsive bidder. Under the City Manager's emergency authority, Madrid was issued purchase order 24001710 in the amount of $296,424.00, utilizing CPWG Constructors and subcontractor Earth Tech, LLC, to complete the stabilization work. Madrid Engineering will provide oversight and management of the grouting process and a certified completion report. Earth Tech LLC began work on Thursday, June 16 with an estimated completion of June 28. The purchase order includes accelerated payment provisions to expedite the work.
