AGENDA REPORT
DATE: August 26, 2024
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Software License Agreement with ESRI for Geographic Information System (GIS)
EXECUTIVE SUMMARY:
Environmental Systems Research Institute, Inc. (ESRI) provides Geographic Information System (GIS) software for various infrastructure planning and asset management purposes and activities. The current version will be discontinued in March of 2026.
The proposed agreement supports an upgrade to the new software version with 100 licenses/seats at a fixed cost for the three-year term. The City currently has nine users and an additional ten licenses have been requested by various departments. The upgrade and additional user licenses will allow movement toward a City-wide asset management system and provide room for growth throughout the three-year term. Innovation & Strategy has researched asset management systems such as OpenGov and Cartegraph, most of which require user-maintained GIS licenses for functionality.
Surrounding municipalities and agencies should complete their transition to the new version in 2025. The ability to share data among other entities will be greatly enhanced if the City upgrades to the new system.
The current annual cost of $31,090 would increase to $40,270 for the additional user licenses. The proposed cost for the three-year term is $122,700, billed annually at $40,900. A notice of intent to sole source was published by the Procurement Department on June 17, 2024 and received no objections.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute the Small Municipal and County Government Enterprise Agreement with Enviromnental Systems Research Institute, Inc. for a three-year term, for a total amount of $122,700, billed annually at $40,900, and to execute further extensions as deemed in the best interest of the City.
