                                                               AGENDA REPORT

DATE:                                          September 9, 2024

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     ARPA Project Spending Plan

EXECUTIVE SUMMARY:

On July 22, 2024, the City Commission approved the attached list of projects for the $19,905,927 from the American Rescue Plan Act (ARPA): the maximum $10,000,000 toward government services, and the remaining $9,905,927 for the Water/Sewer Infrastructure category.

As of August 30, 2024, the City has spent $10,696,088 on approved projects. The deadline to obligate funding is December 31, 2024, and whatever is obligated must be spent by December 31, 2026.  If something is obligated and not spent, the money will have to be returned.

To ensure the City spends all the available money, staff recommends that the money be allocated immediately to the attached governmental projects.  The funding source for those projects would be transferred to the open ARPA projects to maintain their total budget. For the Water/Sewer projects, staff would like the ability to spend the money on the approved projects as bills come due.  In January staff will provide a complete report on the status.

RECOMMENDATION:

That the City Commission adopt a resolution to authorize the City Manager to allocate the American Rescue Plan Act funding to various projects, which comply with the U.S. Department of Treasury Guidance.

FISCAL IMPACT:

Based on approval, this authority will ensure that all the ARPA funds are spent.
