AGENDA REPORT

DATE: September 23, 2024

TO: Community Redevelopment Agency

FROM: Bill McDaniel, Executive Director

SUBJECT: Engineering Work Order with Madrid Engineering Group, Inc. for engineering services related to a new public parking lot at Alabama and Evers Streets

EXECUTIVE SUMMARY:

Plans for development of Midtown include provision of additional public parking spaces. CRA properties located at the southwest corner of Evers Street and Alabama Street are centrally located and suited for use as a parking lot due to environmental issues on the following parcels:
* 601 S. Evers Street Folio # 208691-0000
* 603 S. Evers Street Folio # 208691-0100
* 607 S. Evers Street Folio # 208691-0200

Soil and groundwater contamination on these properties are managed through a Soil Control Plan and Groundwater Closure Plan approved by the Environmental Protection Commission of Hillsborough County. The approved plans require a) construction of an engineered impervious barrier to prevent exposure and leaching of contaminants, and b) a minimum of one year of quarterly monitoring to verify and document effectiveness of the engineered control.

The parking lot will include extension of the Downtown and Midtown street lighting theme. No landscaping is anticipated due to the requirement for an impervious barrier.

Utilizing the City's continuing agreement for engineering services, Engineering Work Order # 21-020-01M-01 has been developed with Madrid Engineering Group, Inc. to perform civil and environmental engineering services from preliminary design through completion of the groundwater closure plan, for a not-to-exceed amount of $197,045.00.

RECOMMENDATION:

That the CRA adopt a resolution authorizing the Executive Director to execute EWO # 21-020-01M-01 with Madrid Engineering Group, Inc. for engineering services for a not to exceed amount of $197,045.00.

FISCAL IMPACT:

$100,000 is available in CIP# CR023 - Parking Lot at Alabama and Evers Streets.
