SUBJECT: Utility Work and Design By Highway Contractor Agreement with
Florida Department of Transportation for FPID
454118-1-56-01 CR574/Reynolds St. from E of SR39 to W of US92
EXECUTIVE SUMMARY:
The Florida Department of Transportation (FDOT) is working on the design to replace the concrete culvert on CR574/Reynolds Street, located east of SR 39 and west of US92 (FPID 454118-1-56-01).
On May 3, 2023, the City reported pavement settlement on top of the culvert to FDOT. FDOT evaluated the structural integrity of the concrete culvert and identified multiple issues in the existing structure, which led to the decision to create a project for its emergency replacement. FDOT completed emergency repairs utilizing polyurethane injection to temporarily stabilize the structure with plans to let this project in March 2025.
During the design review, the Utilities Department identified conflicts between the existing City water and sewer mains and the proposed culvert structure. Both mains must be relocated.
The City will relocate the water main using the existing continuing construction contract before the FDOT begins construction to avoid any conflicts. Because the sewer main is within the FDOT's work area, the City decided to include the sewer main relocation as part of the FDOT's contractor's scope of work. As a result, a Utility Work by Highway Contractor Agreement (UWHCA) is required for FDOT's contractor to provide services for the adjustment and relocation of the City's sewer mains.
The estimated cost for the relocation of the sewer mains is $67,009. With the approved UWHCA, the City is required to deposit the funds with FDOT by Jan 15, 2025.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute the UWHCA for FPID 454118-1-56-01 CR574/Reynolds St. from E of SR39 to W of US92.
