SUBJECT: Portable Radio Purchase for Various City Departments

EXECUTIVE SUMMARY:

There are various city departments within Plant City that require new portable radios (Police, Fire Rescue, Water/Sewer, Streets/Stormwater, Solid Waste, Parks & Recreation and General Services). The existing radios, purchased in 2016, have reached the end of their useful life, have become more prone to failure and malfunctions, and provide limited functionality, which can compromise the ability to effectively communicate and coordinate during critical situations. By replacing the portable radios, departments can ensure their communication systems are reliable and have the newest emerging technology capabilities. As the city expands, advancements in technology will allow for clearer transmission at greater distances within the city such as the warehouses and the new residential developments. These technological advancements will provide new communication standards and protocols, which are not supported by the current outdated radios. Upgrading to a new radio system ensures that our Police, Fire Rescue, and other departments can communicate seamlessly with other emergency response entities, while enhancing coordination and collaboration during joint operations or emergencies.

This radio upgrade can be provided by Communications International, via piggyback of Hillsborough County Sheriff's Office (HCSO) contract No. RFP 15-20, for $728,276.25. This City has used this vendor and piggyback contract for the maintenance of the current radios for several years with good results.

RECOMMENDATION:

That the City Commission adopt a resolution authorizing the purchase of two hundred thirty-five (235) radios at a total cost of $728,276.25 which includes an Enhanced Digital Access Communication System (EDACS), a credit of $ 46,000.00, and a one-time quantity discount of $72,702.00.
