                                                               AGENDA REPORT

DATE:                                          October 28, 2024

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Agreement with Carlisle Thompson to assist with FEMA reimbursement

EXECUTIVE SUMMARY:

Since 2017, the Finance staff has worked with Departments and FEMA to complete paperwork for six hurricanes. The impacts from Hurricane Milton, which came within two weeks of Hurricane Helene, are more extensive than previous hurricanes.  Realizing the additional volume of paperwork demands, staff recommends hiring Carlisle Thompson to assist with FEMA disaster reimbursement claims for Hurricanes Helene and Milton.

Carlislie Thompson has served in this capacity for 20 years and worked with several government agencies for public assistance (PA) grant and recovery project management. Steven Brice and his team can mobilize with 4-hours’ notice. The services can be discontinued at any time.

These services can be acquired via piggyback of Seminole County contract No. RFP-604605-23/LAS. The agreement provides hourly rates based on tasks performed. Staff recommends the City Manager be authorized to approve services up to $250,000, which will be reported to the City Commission.

RECOMMENDATION:

That the City Commission authorize the City Manager to execute an agreement with Carlisle Thompson, LLC, for FEMA disaster reimbursement claims consulting services, at a not-to-exceed cost of $250,000.

FISCAL IMPACT:

The estimated costs for their services are $15,000 for Hurricane Helene and $100,000 for Hurricane Milton, which will be reimbursed through FEMA’s 5% administrative category (CAT Z). The invoices will be charged to the General Fund, Org # 00151901, Obj # 434000 - Other Contractual Services.
