AGENDA REPORT
DATE: October 28, 2024
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Federally Funded Subaward and Grant Agreement
EXECUTIVE SUMMARY:
Hurricane Milton occurred on Wednesday, October 9, and Thursday, October 10, 2024. Due to the impact on Plant City, the governor authorized that 50% of the City’s expenses for debris cleanup and the costs associated with employees that worked throughout the emergency period from October 9 - 15, can be reimbursed in advance of actual documentation. FEMA representatives worked diligently with the City to expedite the process and provide the proper documentation of the estimated personnel costs and estimated costs for debris cleanup and removal.
Attached is the agreement with the State of Florida Division of Emergency Management (FDEM), who will be the pass-through entity that will reimburse the City for this project. When the actual documentation is completed and the funds are obligated, FDEM will submit a separate agreement for signature.
The potential total reimbursement is approximately $4,800,000. The City received notice that $2,495,198.32 has been obligated as part of the expedited process and should be received within the month.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute the Federally Funded Subaward and Grant Agreement from the State related to Hurricane Milton and other related documents.
FISCAL IMPACT:
Funds that are received will be deposited in the fund that incurred the expense. The full FEMA reimbursement process could take two to five years.
