TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Quasi-judicial public hearing on an ordinance for a Major Modification to the Parkside Planned Development District allowing temporary construction access to Mendonsa Road.

EXECUTIVE SUMMARY:

The applicant proposes modifications to the Parkside Planned Development District to allow temporary construction access onto Mendonsa Road.

The Parkside Planned Development District was approved by the City Commission on November 22, 2021.  A condition of approval was to prohibit all access to Mendonsa Road.  The site was designed, permitted, and platted in compliance with this restriction.  The development contains one access on Grant Street.

Construction on the City’s Lift Station #7 began in May 2024 and unforeseen field challenges have impacted construction access to the townhome project.  The developer has completed infrastructure improvements and is ready to move forward with home building, but this progress is impacted by the extended closure of access from Grant Street.

The developer is requesting a temporary entrance to be allowed on Mendonsa Road, only to be used for construction access during the closure of the Grant Street entrance related to the construction of Lift Station #7.  The temporary construction access will be closed once access from Grant Street is available.  Once the Grant Street entrance is no longer an issue, the temporary access will be removed and the required fence and landscape buffer will be restored.

The request is scheduled to be heard by the Planning Board on November 6, 2024.

RECOMMENDATION:

Adopt an ordinance modifying the Parkside Planned Development District.

FISCAL IMPACT:

There is no fiscal impact to the City.
