DATE:                                          November 12, 2024

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Acceptance of Warranty Deed for Lakeside Station Park

EXECUTIVE SUMMARY:

Lakeside Station LLC has offered a deed for property within Lakeside Station Logistics Park at 2175 Henderson Way, east of South Park Road.  The property contains a lake and is planned as a park with amenities added by the City, such as a walking trail, fishing nooks, boardwalk, picnic pavilions, tables, kayak/canoe docks, restrooms, and parking.

The parcel is approximately 51.83 acres.  Another approximately 0.996-acre parcel along the southern border will be added at a later date with a separate deed from Foundry Lakeside Station III, LLC.

A Phase I Environmental Site Assessment conducted in 2023 revealed no evidence of Recognized Environmental Conditions in connection with the subject property.  A Limited Phase II Environmental Site Assessment was conducted in 2023 concluding all tested parameters were below regulatory action levels.

Lakeside Station LLC is also providing $250,000 to cover a portion of the park design costs.  Park design and construction plans are currently being developed with construction anticipated to occur in 2025.

RECOMMENDATION:

That the City Commission accept the warranty deed from Lakeside Station LLC.

FISCAL IMPACT:

Acceptance of the deed will remove the property from the tax rolls.  Future construction costs and ongoing maintenance are yet to be determined.
