AGENDA REPORT

DATE: December 9, 2024

TO: City Commission

FROM: Bill McDaniel, City Manager

SUBJECT: City Hall HVAC Automation

EXECUTIVE SUMMARY:

City Hall is heated and cooled by two 70-ton water-cooled chiller units. These chiller units are controlled through an HVAC automation program called Metasys. Metasys, supported by Johnson Controls, has been in service for over 20 years, and out-of-life for 15 years. Staff continued using the system because it didn't present major challenges until recently. Support from Johnson Controls is very expensive and not results oriented. Johnson Controls provided a verbal estimate of $300,000 to bring Metasys up to date but would not commit that price to writing. Due to the proprietary nature of the system, staff cannot turn to any other vendors for solutions using the existing control system.

Staff evaluated the HVAC automation options and determined the Siemens Desigo Optic Control System to be the best solution as a replacement for Metasys. This system is fully digital and will provide real-time access and control of the City Hall HVAC system. The cost to implement this system is $140,000 and continuing support can be had for $600 per month for the first year and $800 per month thereafter.

The City can acquire this Siemens Desigo Optic Control System as a sole source from Building & Agricultural Automation Solutions. Notice of Intent to sole source 25-010GS-JR-SS was published on October 22, 2024, and received no objections.

RECOMMENDATION:

That the City Commission adopt a resolution authorizing the purchase of the Siemens Desigo Optic Control System from Building & Agricultural Automation Solutions for City Hall HVAC Automation for $140,000.

FISCAL IMPACT:

Funds are available in CIP # GS003 - City Building AC Systems for the $140,000 purchase of the HVAC automation program. The continuing support will be charged to General Fund, Org #00155101, Obj # 446110 - General Services, Building and Property ...
