AGENDA REPORT
DATE: November 25, 2024
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Contract with ENCO for Utility Billing Services
EXECUTIVE SUMMARY:
On March 11, 2019, the City Commission approved a contract with ENCO Utility Services, Inc. (ENCO) to provide utility billing services which include printing and mailing all utility bills and late notices via a piggyback with Florida Municipal Power Agency through August 9, 2023. The City Manager had the authority to extend the contract for up to five one-year renewals. FMPA contacted the City that they are not going to renew the contract, which will expire November 30, 2024.
The City can piggyback the City of Alachua agreement to make this transition seamless with no disruption of service to the City’s utility customers. The term of the contract is through September 30, 2025, unless terminated by either party pursuant to the contract. The City Manager can approve four additional single-year renewal periods, which will conclude on September 30, 2029.
The contract price will be 1.2% higher than the current rates.
RECOMMENDATION:
That the Commission adopt a resolution authorizing the City Manager to execute a contract with ENCO Utility Services, Inc. to provide utility billing services via a piggyback (File No. 25-007FN-DR-PB) to the City of Alachua, Florida contract, and authorize the City Manager to approve four single-year renewals.
