                                                               AGENDA REPORT

DATE:                                          November 25, 2024

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Federally Funded Subaward and Grant Agreement

EXECUTIVE SUMMARY:

Hurricane Helene occurred on Thursday, September 26, 2024.  The City began debris cleanup on October 1 and completed the task prior to Hurricane Milton on October 9, 2024. These expenses and the costs associated with employees that worked throughout the emergency period can be reimbursed by FEMA.

Attached is the agreement with the State of Florida Division of Emergency Management (FDEM), who will be the pass-through entity that will reimburse the City for this project.  When the actual documentation is completed and the funds are obligated, FDEM will submit a separate agreement for signature.

The potential total reimbursement is approximately $300,000.

RECOMMENDATION:

That the City Commission authorize the City Manager to execute the Federally Funded Subaward and Grant Agreement from the State related to Hurricane Helene and other related documents.

FISCAL IMPACT:

Funds that are received will be deposited in the fund that incurred the expense.  The full FEMA reimbursement process could take a year.
