SUBJECT: Resolution approving bid and award of contract to C.W. Roberts Contracting, Inc., for the Street Resurfacing Project 2024
EXECUTIVE SUMMARY:
Each year, funds are allocated to resurface City streets. This project combines street resurfacing work for FY2023 and FY2024. On April 25, 2022, the City Commission adopted Resolution No. 84-2022, authorizing the 2022-2023 Street Resurfacing Program. The 2023-2024 program was approved on September 26, 2022, via Resolution No. 224-2022.
The scope of the bid (base program) includes resurfacing and limited reconstruction of 15 miles of streets, and ADA sidewalk ramp modifications in the project area. Three bid alternates include 5.5 miles of street work, for a total of 20.5 miles.
On August 19, 2024, the Procurement Department published Invitation for Bid (IFB) 24-034EN-FC-IFB, Street Resurfacing Project 2024. Four bids were received at the submittal deadline of November 21, 2024. The Engineer's Estimate for the Base program cost was $6,277,081.

The bids were evaluated and C.W. Roberts Contracting, Inc. was determined to be the lowest responsive and responsible bidder. The cost for program alternates is $2,266,170.01, which is near the Engineer's Estimate of $2,603,199, and within the available budget. Therefore, the base program and alternates are included in the staff recommendation for award.
A Notice of Intent to Award was issued on November 22, 2024.
RECOMMENDATION:
