AGENDA REPORT
DATE: December 9, 2024
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: WRF Process Evaluation Project
EXECUTIVE SUMMARY:
The City of Plant City (City) owns and operates its Water Reclamation Facility (WRF) for the treatment of City wastewater. The original WRF was constructed in 1951, with subsequent expansions and upgrades over the years, including its most recent upgrade to expand the facility to 10 mgd. Multiple facility components are approaching the end of their typical service life.
This Scope of Services (Scope) will conduct a detailed analysis of the WRF treatment process to identify upgrades and develop a facility plan and programmatic procedure for the WRF with the goal of prioritizing and implementing required projects to meet current and future capacity, regulatory, and reliability needs. This evaluation will be the basis of design for the eventual expansion and modification of the WRF.
The resulting WRF Plan from this Scope will describe the identification, prioritization, and phasing of individual projects to achieve compliance with anticipated regulatory conditions, capacity needs, operator preferences, and effluent management goals, while incorporating City constraints.
On April 15, 2024, the Procurement Department published Request for Qualifications (RFQ) 24-022UO-HK-RFQ, Water Reclamation Facility Process Evaluation. Three responses were received at the RFQ submission deadline from Arcadis, CHA Consulting, and Hazen and Sawyer. A staff evaluation committee of Lynn Spivey, Jay Kwag, Patrick Murphy, Mike Darrow, and Tony Bauer was assembled to review and score each proposal. The evaluation committee determined Hazen and Sawyer to be the top ranked respondent. A notice of intent to award was published on November 15, 2024.
