SUBJECT: Solid Waste Rate Study
EXECUTIVE SUMMARY:
To provide the best service for the residents of Plant City, the Solid Waste Department budgeted for a current, legally defensible, and technically supportable rate study. The most recent rate study, performed by Raftelis, was completed in March 2019. Raftelis can provide a five-year financial forecast through FY 2030, review current rates and miscellaneous charges compared to operating and capital expenses to determine revenue sufficiency.
The City can acquire these services through piggyback of City of Groveland Contract No. 2023-RFP-019. The study is expected to be completed by September 30, 2025, at a not-to-exceed fee of $55,000.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute an agreement with Ratfelis Financial Consultants, Inc., for a solid waste rate study, for $55,000.
FISCAL IMPACT:
The contract will be split 50-50 from the following Solid Waste Fund accounts:
