AGENDA REPORT
DATE: February 10, 2025
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Services for the Transport and Treatment of Biosolids
EXECUTIVE SUMMARY:
Since 2016, the City of Plant City has been under contract with T. Wayne Hill Trucking & Technologies, via piggyback of a City of Orlando contract, for hauling and disposal of biosolids from the City's Water Reclamation Facility (WRF). The cost of the service is $77.48 per ton and the WRF hauls approximately 28 truckloads per month. This piggyback contract ended in January 2025 with no renewal options remaining.
Staff evaluated options to continue this service, which is currently volitaile as Hurricanes Debby, Helene, and Milton wreaked flooding havoc on the Biosolids treatment facilities in Florida. This has affected the pricing and availability of treatment haulers and is why staff determined publishing a bid would not be the best way to proceed. A piggyback of Orange County Utilities is available, for $98.05 per ton.
As staff evaluated the Orange County Utilities option, T. Wayne Hill Trucking & Technologies offered to continue serving the City at the old rate of $77.48 per ton. Continuing this service with T. Wayne Hill Trucking & Technologies for the remainder of calendar year 2025 would allow the City to take advantage of the lower rate, allow time for this market to stabilize, and allow staff time to prepare a long term solution for this service.
Section 2-143(11), Plant City Code, allows the necessity for competitive award to be dispensed if so determined and authorized by the City Commission.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute an agreement with T. Wayne Hill Trucking & Technologies, for hauling, composting treatment, and disposal of biosolids, for $77.48 per ton, through December 31, 2025.
FISCAL IMPACT:
Funds are available in the Water/Sewer Fund, Org # 40257802, Obj # 434000 - Utilities Operations: Other Contractua...
