SUBJECT: Source Purchasing Contract with Flo-Tec Automation Associates, Inc.
as a provider of Aqua-Solv for Utilities Operations
EXECUTIVE SUMMARY:
For the last 43 years, the chemical Aqua-Solv has been used with great success for water treatment of lead and copper control for Utilities Operations. Aqua-Solv SC is a proprietary chemical that Flo-Tec Automation Associates, Inc. (Flo-Tec) manufactures.
Flo-Tec was approved by the City Commission on December 14, 1981, and has provided the polyphosphate compound Aqua-Solv SC since then. The compound is used by the City to comply with state and federal regulations for lead and copper control in the City’s Drinking Water System. Aqua-Solv SC is approved by the Hillsborough County Health Department as a corrosion control reagent in drinking water. Providing safe drinking water is a primary objective of Utilities and utilizing this compound has continued to meet that objective over the years.
This action will extend a supplier agreement with Flo-Tec that expired on December 31, 2024, until December 31, 2025, with four one-year extensions that may be mutually approved by the City Manager and Flo-Tec.
The Procurement Department published Notice of Intent to Sole Source (NOI) 25-029UO-MD-NOI on January 28, 2025, and no objections were received.
