Utility Relocations
EXECUTIVE SUMMARY:
The Florida Department of Transportation (FDOT) is scheduled to replace the concrete culvert on CR574/Reynolds Street, located east of SR 39 and west of US92 (FPID 454118-1-56-01).
On May 3, 2023, the City reported pavement settlement on top of this FDOT culvert. FDOT evaluated the structural integrity of the concrete culvert and identified multiple issues in the existing structure, which led to the decision to create a project for its emergency replacement. FDOT completed emergency repairs utilizing polyurethane injection to temporarily stabilize the structure. FDOT plans to let this project in September 2025.
During the design review, the Utilities Department identified conflicts between the existing City water and sewer mains and the proposed culvert structure.
The City hired CHA Consulting, Inc. (CHA) to complete the design to relocate the water and sewer mains. The City would like to continue working with CHA to complete the construction phase. The developed scope of work includes permitting, bid phase support, and Construction, Engineering, and Inspection (CEI) services to oversee the relocation of the mains, at a cost of $99,740. The water main relocation must be completed before the FDOT project begins, while the sewer main relocation will be executed alongside the FDOT project.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute Engineering Work Order Modification No. 1 to Engineering Work Order 21-020-06J-01 with CHA, in the amount of $99,740, to provide CEI services for utility relocation for the project FPID 454118-1-56-01, CR574/Reynolds St., east of SR39 and west of US92 Culvert Replacement.
