AGENDA REPORT
DATE: February 10, 2025
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Resolution approving contract with Engineered Spray Solutions, LLC for Sewer Manhole Inspections and Rehabilitation.
EXECUTIVE SUMMARY:
Sewer manholes are exposed to harsh environmental conditions, such as hydrogen sulfide (H2S). Over time, these manholes deteriorate, allowing groundwater to enter the sewer system. Exfiltration is another concern with aging manholes. Both issues can lead to contamination of nearby soil and water sources, compromising the performance of the sewer system.
In addition, Rule 62-600.705(2), F.A.C., which became effective June 28, 2023, requires all domestic wastewater facility permittees to develop a pipe assessment, repair, and replacement action plan for the facility’s collection system.
The City can acquire these services via piggyback of City of St. Augustine Contract PW2020-05, with Engineered Spray Solutions (ESS), LLC, to inspect and rehabilitate sewer manholes throughout the City.
Utilizing this piggyback contract will facilitate the manhole inspections and rehabilitation by leveraging the previously bid contract, reducing the time for bid preparation, advertising, and review, and expediting projects by several months-all within our procurement requirements. It will also support the collection system action plan and ensure compliance. The term of the agreement runs through September 30, 2025.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute an agreement with ESS, Inc., via piggyback of City of St. Augustine Contract PW2020-05, for Sewer Manhole Inspections and Rehabilitation.
FISCAL IMPACT:
Individual consultant work orders will be issued and use the budgeted funds in various capital accounts.
