SUBJECT: WRF Permit Renewal
EXECUTIVE SUMMARY:
The City's Water Reclamation Facility (WRF) is a 10.0 million gallon per day (MGD) advanced wastewater treatment facility operating under Florida Department of Environmental Protection (FDEP) permit FL0026557 which expires on January 14, 2026. An application to renew the permit and fee must be submitted at least 180 days prior to expiry or before July 30, 2025.
Pursuant to the Master Consulting Agreement with City of Plant City (City), the City has requested that Hazen and Sawyer, P.C. (Hazen) provide professional services under its Master Consulting Agreement for Utility Engineer Services with Hazen dated June 15, 2021 in support of a permit renewal for the City’s Water Reclamation Facility from the FDEP and assist in developing the City’s potable reuse system. Hazen will be providing limited technical assistance to support the permitting effort, which will be led by Wastewater Wizards, LLC (WWL) as a subconsultant to Hazen.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute an Engineer Work Order with Hazen and Sawyer, P.C. for a not to exceed fee of $162,500 to prepare and submit the City's WRF FDEP Operating Permit renewal.
FISCAL IMPACT:
Funds are available in the Water/Sewer Fund, Org # 40257802, Obj # 434000 - Utilities Operations: Other Contractor Services.
