                                                               AGENDA REPORT

DATE:                                          March 10, 2025

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     FDOT / Hillsborough County / Plant City State Financial Assistance Agreement for Surtax Resurfacing Projects

EXECUTIVE SUMMARY:

The Florida Department of Transportation (FDOT) and Hillsborough County (County) have drafted an agreement for street resurfacing improvements to be completed on approximately 15 miles of roads owned and maintained by the City of Plant City.

The agreement is funded by sales tax revenues originally collected in Hillsborough County based on the 2018 voter approval of a 1% Transportation Surtax. The surtax was later determined to be unconstitutional. This Agreement returns a portion of the previously collected funds and will be utilized in resurfacing roads selected by the State as listed in the agreement.

RECOMMENDATION:

That the City Commission authorize the Mayor to execute the agreement between the City of Plant City, the State of Florida Department of Transportation, and Hillsborough County for funding of Street Resurfacing projects, and to approve the related budget adjustment.

FISCAL IMPACT:

The agreement provides $9,647,592.00 for street resurfacing projects.  A budget adjustment is included in the packet to appropriate the funds.
