AGENDA REPORT
DATE: April 14, 2025
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Design of Rowena Mays Athletic Park
EXECUTIVE SUMMARY:
On March 27, 2023, the City Commission approved Engineering Work Order (EWO) 21-020-01P-03 with WSP USA, Inc. (WSP) for full design of Rowena Mays Athletic Park, through the City’s continuing contracts for engineering services, for $282,653. This EWO has been modified twice under the City Manager’s award authority for administrative changes, such as hydraulic modeling, stormwater report preparation, and SWFWMD permit modifications. The current value of this EWO is $308,006.50.
With the design phase nearly complete, staff began coordinating with Manhattan Construction Company (MCC) to develop a Guaranteed Maximum Price (GMP) for the construction of the New Rowena Mays Athletic Park, through the City’s continuing contracts for Construction Manager At-Risk (CMAR) Services.
An element of this coordination includes value engineering and constructability analysis by MCC. During this effort, MCC identified the new park restrooms as an area of improvement and cost savings. The restrooms as designed are a kit that is delivered to the construction site and then assembled and put in place by MCC. MCC proposed an alternate of a site-built restroom, which saves time and reduces the GMP by $276,976.
Staff obtained a proposal from WSP for EWO Modification 3 to design and produce construction documents for the alternate restroom. The cost is $37,300 and the time for completion is four weeks from notice to proceed.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute Modification 3 to Engineering Work Order 21-020-01P-03, with WSP USA, Inc. (WSP), for Design of the New Rowena Mays Athletic Park, for $37,300.
FISCAL IMPACT:
Funds are available in CIP # PK027 - Rowena Mays Athletic Park project.
