                                                               AGENDA REPORT

DATE:                                          April 28, 2025

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     CDBG Sidewalk Project FY 2022-2023

EXECUTIVE SUMMARY:

The FY23 Interlocal Funding Agreement with Hillsborough County provides for a significant sidewalk expansion project through the Community Development Block Grant (CDBG) program. Subsequent modifications to the agreement were approved by Hillsborough County Commission in September 2023 and December 2024.

Early in 2024, a Sidewalk Feasibility Study was completed to evaluate the preferred locations for sidewalks to serve the Madison Park, Forest Park, and Robinson’s Airport Neighborhoods between the following corridor:

•                     along Airport Rd, from National Guard Drive to S. Woodrow Wilson Street

•                     along S. Woodrow Wilson Street, from Airport Rd to the CSX Railroad

•                     along Sammonds Rd, from S. Woodrow Wilson Street to SR 39/S. Alexander Street

This project is a continuation of that feasibility study and will complete the sidewalk design along the east side of S Woodrow Wilson St for a total of 0.45 miles of new sidewalks. Drainage analysis and some modifications to the existing open ditch system are anticipated on this side of the road.

Utilizing the City’s continuing contracts for engineering services, staff developed Engineering Work Order (EWO) 21-020-01G-03 with CivilSurv Design Group, Inc. (CivilSurv) for the design and permitting efforts.

RECOMMENDATION:

That the City Commission authorize the City Manager to execute Engineering Work Order 21-020-01G-03 with CivilSurv Design Group, Inc. for design, permitting, bid package preparation, and specifications, in the amount of $97,664.00.

FISCAL IMPACT:

$64,935 are available in the CDBG Fund, CIP # CS012 - Robinson Park Neighborhood with the remaining balance ($32,729) to be paid under CIP #ST009 - Sidewalk Replacement.
