SUBJECT: Water Reclamation Facility Aeration Basin Mixers and Clarifier
Scum Pumps Replacement
EXECUTIVE SUMMARY:
The City of Plant City currently operates and maintains the Water Reclamation Facility (WRF), located at 1500 W. Victoria Street. The facility ID is FL0026557, and it has a permitted capacity to treat 10 million gallons per day (MGD) of wastewater.
The WRF utilizes a secondary treatment process that includes three aeration basins and three clarifiers. In each aeration basin, air is pumped into the tank for microbial growth in the wastewater. Since 2008, the City operates 18 mixers, with six mixers installed in each basin. These mixers are crucial for ensuring proper mixing of air and water, which supports the formation of activated sludge. After aeration, the water flows into a clarifier, where solid particulates or suspended solids are removed. A scum pump is located adjacent to each clarifier to remove the floating layer of scum from the clarifier and transfer solids to the next stage of treatment process.
Currently, many of the mixers are either out of service or experiencing extended periods of downtime. In addition, the scum pumps are failing frequently, resulting in ongoing repair and maintenance.
To address these issues, the City prepared a Request for Proposals (RFP) to replace mixers and scum pumps. The RFP was advertised on February 19, 2025, and closed on March 27, 2025. Three proposals were submitted. Based on the evaluation criteria, Vogel Bros. Building Co. was selected. A Notice of Intent to Award was issued on April 23, 2025. The contractor will furnish all materials, equipment, and labor to install 18 mixers and 3 scum pumps at a total cost of $1,700,587.07.
