                                                               AGENDA REPORT

DATE:                                          May 27, 2025

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     FDOT State-Funded Grant Agreement for Roadway Improvements

EXECUTIVE SUMMARY:

Attached is the Florida Department of Transportation (FDOT) State-Funded Grant Agreement, FPN 454846-1-54-01 for $9,500,000 for design, construction, and construction engineering inspection (CEI) activities for Plant City roadway improvements at various locations described in Exhibit A.  The agreement provides that 9.26 miles of roads owned and maintained by the City must be completed before September 9, 2028. The project includes 2.92 miles of new sidewalk and associated drainage improvements in certain locations.

The agreement is funded by sales tax revenues originally collected in Hillsborough County based on the 2018 voter approval of a 1% Transportation Surtax. The surtax was later determined to be unconstitutional. This Agreement returns a portion of the previously collected funds and will be utilized in resurfacing roads selected by the State as listed in the agreement. This agreement is separate from the “Surtax” agreement approved by the City Commission on March 10, 2025.

RECOMMENDATION:

That the City Commission authorize the Mayor to execute the agreement with the State of Florida Department of Transportation for roadway improvements.

FISCAL IMPACT:

The agreement provides $9,500,000 for roadway improvement projects.  A budget adjustment is included in the packet to appropriate the funds.
