DATE:                                          July 14, 2025

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Supply and Delivery of Liquid Cationic Polymer

EXECUTIVE SUMMARY:

The City of Plant City Utilities Operations Division uses liquid cationic polymer to aid water removal in its biosolids processing at the Water Reclamation Facility (WRF).

The City has maintained a contract with Polydyne, Inc. for liquid catonic polymer since its water removal product testing and selection in 2016.  The current agreement with Polydyne, Inc. for the supply and delivery of Liquid Cationic Polymer at $1.50 per pound will end on October 15, 2025, with no remaining renewals.  A total of $41,917.50 was spent on this chemical in FY24 and we expect to spend $50,000 for FY25.

The City can continue to use Polydyne, Inc. through piggyback of City of Tampa Bid Number 24-P-01431 with a cost increase to $1.55 per pound for a three-year contract ending on April 22, 2028, with two additional one-year renewal options.

RECOMMENDATION:

That the City Commission authorize the City Manager to execute an agreement with Polydyne, Inc. for the supply and delivery of Liquid Cationic Polymer via piggyback of the City of Tampa with an increase to $1.55 per pound under a three year agreement which contains two additional one-year renewal options.

FISCAL IMPACT:

Projected chemical cost for FY26 is less than the $85,000 agreement cap.  Funds are available in the Water/Sewer Fund, Org # 40257802 Obj # 452210 - Chemicals.
