SUBJECT: Quasi-judicial public hearing on an ordinance to modify the Palm Cove Planned Development District located on the East side of Shannon Avenue, South of South Frontage Road and North of East Cherry Street (PB-2025-10).
EXECUTIVE SUMMARY:
The applicant proposes modifications to the Palm Cove Planned Development District to allow a Technical training/classroom facility with 231 dormitories to accommodate short term stays during 4-6 week training courses.
The following changes are proposed:
• Change the name from Palm Cove PD to the Learning Alliance Corp. PD.
• Change the allowed uses from 312 Multi Family Dwelling Units to a Technical/Training Facility with 231 dorms to house students during 4-6 week courses.
• Changes in overall layout decreasing the amount of buildings and impervious surfaces.
• Elimination of Specific Approvals that were previously approved under the Palm Cove PD.
On May 28, 2025, the Planning Board voted 6-0, with one abstention to forward the request to the City Commission with a recommendation of approval, subject to the following condition:
• Construction access through the Emergency Only Access shown at Vining Street be prohibited.
RECOMMENDATION:
The City Commission adopt an Ordinance approving the modifications to the Palm Cove (Learning Alliance Corp) Planned Development District.
FISCAL IMPACT:
Potential increase in technical training uses.
