                                                               AGENDA REPORT

DATE:                                          July 14, 2025

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Traffic Pavement Marking Services Agreement with McShea

EXECUTIVE SUMMARY:

Refurbishing the existing pavement markings on local streets is a continuing priority of the Traffic Operations Department. In 2021-22 Traffic Operations performed a six-month pilot utilizing contracted services for long lined striping operations. It was discovered that not only did the City see a reduced cost but a reduction in the safety liability. Additionally, a reduction of incidents and equipment down time, a much faster completion time and a cleaner product with the laser line technology used by contracting trucks was noted.

These services were conducted through AKCA, LLC using a piggyback agreement which expired April 26, 2025. In the recent months, AKCA, LLC has undergone new ownership, now operating under McShea Contracting. Through a piggyback with Pinellas County, Florida, and McShea Contracting, LLC, the City can continue the annual striping services provided. The contractor will furnish and install striping to FDOT Standard Specifications for Road and Bridge Construction on an as-needed basis.

The term of this agreement will commence on agreement execution and terminate on June 10, 2029. The annual cost of this service is up to $48,000.

RECOMMENDATION:

That the City Commission authorize the City Manager to execute an agreement with McShea Contracting, LLC, via piggyback of the Pinellas County contract, for as-needed pavement markings services.

FISCAL IMPACT:

Funds are available in the Traffic Maintenance budget - Org # 17056000 Obj # 446510 - Street Painting.
