AGENDA REPORT

TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: CSX Agrement for East Reynolds Street Sewer Main Replacement
EXECUTIVE SUMMARY:
The Utilities Department identified a section of sewer main in critical condition within the CSX right-of-way on East Reynolds Street, between North Palmer Street and North Michigan Avenue. The deterioration is causing a blockage that restricts sewer flow from upstream manhole 2-712 to downstream manhole 2-711. On June 23, 2025, the City Commission approved a construction work order with Killebrew to replace the deteriorated pipe segment.
To proceed with construction within the CSX right-of-way, a Facility Encroachment Agreement with CSX is required. In accordance with this agreement, the City must provide the necessary insurance and pay a permit review fee of $9,518.75.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute a Facility Encroachment Agreement No.CSX1041054 with CSX for the East Reynolds Street Sewer Main Replacement.
FISCAL IMPACT:
Funds are available in the Water/Sewer Fund, CIP # UM012 - IMPLEMENT- REPAIR-REYNOLDS.
