DATE:                                          July 14, 2025

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Drone Replacement Program Through FDLE

EXECUTIVE SUMMARY:

The Plant City Police Department (PCPD) currently has three DJI brand drones that do not meet the minimum security standards for drones that are utilized by government entities. PCPD seeks to retrieve funding to replace the non-compliant drones with drones that meet required minimum security standards. A cash advance is requested from the the Florida Department of Law Enforcement (FDLE) to receive program funds, not to exceed $25,000 per compliant drone.

RECOMMENDATION:

That the City Commission authorize the City Manager to execute an agreement with the FDLE for $75,000 cash advance to purchase new drones and accessories.

FISCAL IMPACT:

There will be no fiscal impact to the City of Plant City, however, a budget adjustment is included in the agenda packet to record the revenue from the granting agency and appropriate funds for the expense, of purchasing new items in Org # 00153003, Obj # 464100 - Police: Support Services - Capital Outlay.

FDLE requires a valid executed purchase order for the compliant drone purchases immediately upon receipt of the cash advance and proof of payment within 45 days.
