DATE:                                          July 14, 2025

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Purchase Three Drones from Safeware, Inc.

EXECUTIVE SUMMARY:

The Plant City Police Department (PCPD) currently has three DJI brand drones that do not meet the minimum security standards required for use by government agencies. In order to maintain compliance with state and federal guidelines and ensure operational security, the PCPD is seeking approval to replace these non-compliant drones with secure, approved and compliant models.

The Florida Department of Law Enforcement (FDLE) offers financial assistance through a Drone Replacement Program, for up to $25,000 per compliant drone. The PCPD requests to utilize this program to purchase three new Skydio X-10 drones and related accessories. The drones can be purchased in accordance with Section 2-143, Plant City Code from Safeware, Inc., under OMNIA Contract #4400008468.

RECOMMENDATION:

That the City Commission authorize the City Manager to purchase three Skydio X-10 drones and associated equipment for $72,153.00 from Safeware, Inc. under the OMNIA Contract #4400008468

FISCAL IMPACT:

Upon approval of the budget adjustment, funds will be available in the General Fund, Org # 00153003 Obj # 464100 - Police: Support Services - Capital Equipment.

To qualify for the cash advance, FDLE requires a valid executed purchase order for the compliant drone purchase.  Upon receipt of the drones, the City will provide proof of payment within 45 days.
