AGENDA REPORT
DATE: October 27, 2025
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Resolution approving the purchase of Energy Efficiency Light Emitting Diodes (LEDs) at the Martin Luther King (MLK) Recreation Complex.
EXECUTIVE SUMMARY:
The City has been awarded a $76,400.00 Energy Efficiency and Conservation Block Grant Voucher to support the conversion of existing field lighting to energy-efficient Light Emitting Diodes (LEDs) at the Martin Luther King (MLK) Recreation Complex. This project aligns with the City's value of excellence by utilizing Community Redevelopment Agency (CRA) funding for community improvements.
City staff obtained a project quote from Musco Sports Lighting totaling $280,000.00 to complete the conversion of the remaining two ballfields to LED lighting. This results in a funding shortfall of $203,600.00. Since the MLK Recreation Complex is located within the Community Redevelopment Area boundaries, it is eligible for CRA funding.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute agreement 25-072PK-JG-PB with Musco Sports Lighting for the purchase and installation of energy-efficient light emitting diodes for the MLK Recreation Complex, via Clay County piggyback contract 2023/2024-293.
FISCAL IMPACT:
A budget adjustment and CIP budget adjustment for the MLK Recreation Complex project is included in the agenda. The CRA agenda includes a budget adjustment for the amount above the grant funding.
The total expense of $280,000.00 will be charged to a new CIP for MLK LED Lighting with the grant portion of $76,400.00 being charged to General Fund, Org # 00153901, Obj # 463585, and the remaining posted to CRA Fund, Org # 37050559, Obj # 463585.
