AGENDA REPORT
DATE: July 28, 2025
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Engineering Work Order with Dewberry for Wastewater Hydraulic Model Update and Capacity Analysis Report
EXECUTIVE SUMMARY:
On October 22, 2018, the City Commission approved an Engineering Work Order to develop the Collection System Master Plan. Since then, the City has experienced rapid growth in its wastewater collection infrastructure, primarily driven by developer-led expansion projects.
Over the past five years, the City has added ten public lift stations, along with associated force mains and gravity sewer lines. This expansion was driven by a significant increase in residential, industrial, and commercial development throughout the City. Additionally, severe weather events have contributed to increased inflow and infiltration within the system.
Florida Administrative Code (FAC) 62-600.705 requires the wastewater collection system undergo five-year planning cycles and conduct inflow and infiltration studies to assess system performance and resiliency.
To better understand the existing system and support future planning efforts, the Utilities Department has selected Dewberry Engineers, Inc. to perform an update to the hydraulic model originally completed in 2019, including flow monitoring, hydrologic model development, wastewater model updates to reflect current system conditions, collection system capacity analysis, and evaluation of system operating conditions and redundancy planning. The engineering work order associated with this effort totals $414,952.00.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute an Engineering Work Order with Dewberry Engineers, Inc. in the amount of $414,952.00, to provide wastewater model update and collection system capacity analysis.
FISCAL IMPACT:
Funds are available in the Wastewater Development Fund, Org # 30657501 Obj # 431010 - Utilities Maintenance: Professional Services.
