                                                               AGENDA REPORT

DATE:                                          July 28, 2025

TO:                                          City Commission

FROM:                                          Bill McDaniel, City Manager

SUBJECT:                     Approval of 2 Contractors - Library Debris Removal Services

EXECUTIVE SUMMARY:

The City of Plant City requested proposals for 25-047SW-JS-RFP - Library Debris Removal Services in May 2025. Proposers were required to have the capability and ability to mobilize and respond to potential wide-scale events as needed. Such events include, but are not limited to, hurricanes, tornadoes, floods, fires or man-made disasters. The request for proposal provided for up to two companies to be selected, in order to expand the number of companies available to assist with response to disaster debris removal services to four. The City has two existing contracts with Wetherington Tractor Services and CTC Disaster Response, Inc. for local debris removal, which will remain in effect.

Eight qualified, experienced, and licensed firms responded on June 5, 2025. The RFP Committee ranked CERES Environmental, Inc. and DRC Emergency Services, LLC as the best proposals and recommended that both be awarded a contract for these services.

RECOMMENDATION:

That the City Commission approve the award and authorize the City Manager to execute contracts with CERES Environmental, Inc. and DRC Emergency Services, LLC for debris removal.

FISCAL IMPACT:

The services will be utilized as needed for response to emergencies. Therefore, the financial impact cannot be determined at this time.  The costs will be charged to the Solid Waste Fund and included in the request for reimbursement.
