AGENDA REPORT
DATE: July 28, 2025
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Engineering Work Order with Hazen and Sawyer for Hydraulic Model Update and System Evaluation.
EXECUTIVE SUMMARY:
On September 10, 2018, the City Commission approved an Engineering Work order to develop the Water Master Plan. Since then, the City has experienced substantial growth in its water distribution infrastructure, largely driven by developer-led expansion projects.
Over the past years, the City has added significant lengths of water main to support residential, industrial, and commercial developments throughout the City. In addition, Water Treatment Plant #5 has been constructed and will commence operations in the near future.
As the City continues to grow and changes in operating conditions occur, updating the hydraulic system model is essential for asset management strategies and capital improvement planning. This update will identify hydraulic bottlenecks that impact fire protection coverage and enhance understanding of the distribution system's performance during scenarios in which one water treatment plant is taken out of service.
The Utilities Department has selected Hazen and Sawyer to perform an update to the hydraulic model originally completed in 2019. The scope of work includes, but is not limited to, model update, system calibration, fire flow analysis for ISO compliance, and evaluation of emergency operations to assess water age and overall system resiliency. The engineering work order associated with this effort totals $310,000.00. The identification of capital improvement projects will be addressed in a subsequent phase of Engineering Work Order.
RECOMMENDATION:
That the City Commission authorize the City Manager to execute an Engineering Work Order with Hazen and Sawyer in the amount of $310,000.00, to provide Water Hydraulic Model Update and System Evaluation.
FISCAL IMPACT:
Funds are available in the Water Development Fund,...
