TO: City Commission

FROM: Bill McDaniel, City Manager

SUBJECT: Engineering Work Order with Black and Veatch Corp. for ATWF Preliminary Design 3rd Party Review

EXECUTIVE SUMMARY:

The City of Plant City has received legislative appropriations (LPA0038) to support the McIntosh Preserve Suite of Integrated Projects. As of the Third Amendment to the grant agreement, the total award to the City is $11.35 million. This amendment secured the FY 2023-2024 funding allocation and extends the agreement expiration date to March 31, 2026.

The McIntosh Preserve Suite of Integrated Projects comprises the McIntosh Preserve Wetland Expansion and the Potable Reuse Project. The Potable Reuse Project is currently in the preliminary design phase, which includes development of the selected treatment system to a stage that enables reliable cost estimation. Hazen was selected as the design consultant through RFQ No. 1620-033UO-LS and is working on the preliminary design.

Upon completion of the preliminary design, the City intends to submit a cooperative funding initiative by October 3, 2025, in partnership with the Southwest Florida Water Management District. This initiative seeks to share the cost of construction of the Advanced Treatment Water Facility (ATWF), which will increase water capacity.

To fulfill third-party review requirements associated with the funding application, the Utilities Department has selected Black & Veatch Corporation to perform an independent evaluation of the ATWF preliminary design. The engineering work order for this review totals $76,360.00.

RECOMMENDATION:

That the City Commission authorize the City Manager to execute an Engineering Work Order with Black and Veatch Corporation in the amount of $76,360.00, to provide 3rd party review of the ATWF preliminary design.

FISCAL IMPACT:

Funds are available in the Water/Sewer Fund, CIP # UO034 - IMPLMT306 - McIntosh Park Indirect Potable Reuse.
